Github seems like the most active place to post this announcement. Although I did consider the mailing list.
I have just integrated youtube-dl with a GStreamer Bin Element. Here's the repo https://github.com/mndar/gstyoutubebin
It's still, I would say in the prototype phase but it seems to work well. Hope you guys find it useful.
I have many more ideas on how to improve it but this is a start.
