Downloading the video without the #at=0 at the end works correctly.

Thanks for the report. This has been fixed in youtube-dl v2013.10.28. From the standard installation, you can type sudo youtube-dl -U to update, but it looks like you are using your distribution's packaging, so you'll have to use their update mechanism.
