I can't run youtube-dl script

Description of your issue, suggested solution and other information

Whenever i run this command line it shows a prompt : " This app can't run on your PC. To find a version for your PC, Check with the Software Publisher " and then in cmd it shows access is denied.
Here is the Screenshot of the error.

Most likely not enough rights to run from your account. Nothing to do with youtube-dl.

What types of rights? I am using administrator login... And how to get this rights......?
