Can't run youtube-dl

Description of your issue, suggested solution and other information

Whenever i run this command line it shows a prompt : " This app can't run on your PC. To find a version for your PC, Check with the Software Publisher " and then in cmd it shows access is denied.
Here is the Screenshot of the error.

*Help Me with this , i am unable to do this. I am using Administrator Login. Don't close this issue or make it invalid until I reply back. *

As already said this has nothing to do with youtube-dl but with your environment. Use google to find possible solutions for the issue.
