[Feature request] Observe sleep interval options when videos have already been downloaded #16875

I noticed that when restarting a download from a batch file youtube-dl does not observe the sleep interval flags for the videos that have already been downloaded. If many of the files from a playlist have already been downloaded, say 400, this rapid check of one page after another causes some servers to cut you off causing youtube-dl to crash. I believe this flag should be observed in this situation or at the very least you should add the option for youtube-dl to respect this setting even for urls whose videos have been downloaded already.

What's the duplicate of this? This one: #4924 ? Just want to be sure.
