Description of your issue, suggested solution and other information

I downloaded the newest version of youtube-dl.exe not more than 30minutes ago to make sure there wasn't a version issue.
I am trying to download my entire favorites playlist and m

One of 2 things is happening, either it hangs entirely and leaves a .PART file in the folder. Or it will hang at a particular percentage, and then sit there.
Trying to resume the download from the Part file will occasionally result in this: https://i.imgur.com/jkg3M3P.png

One time I just left the cmd window open, and it resumed after 15 minutes.(It's only done this once).
Most often it will hang at a percentage and do nothing.
Like here: https://i.imgur.com/y5Y8R9O.png It's been sitting at this percentage for 8+minutes now.

EDIT: Eventually it will time itself out and retry https://i.imgur.com/qQiQaay.png

Network issue on your side. Reduce --socket-timeout.

No mean's to be rude but the response doesn't do anything to explain or help with the issue.
I changed my DNS and reset my router, and the problem still persists. I can't download certain videos.

What network issue could be causing this?
This issue didn't show up until today. I don't know what to diagnose or look for.
