have the ability to limit downloads to a certain speed.
please help me learn I want to tackle this issue but I don't know where to start how much knowledge I need (HTTP python I know python).
thank you for all the good work.

-r, --limit-rate RATE            Maximum download rate in bytes per second
                                 (e.g. 50K or 4.2M)
