Ability to download non-video assets from tg4.ie has disappeared since v 2018.07.21

Description of your issue, suggested solution and other information

I understand that youtube-dl can't download the encrypted videos at https://tg4.ie/en/player/home/.
However, by passing the --skip-download parameter it's still a useful tool to retrieve the description, thumbnail and most importantly the subtitles for the video. I can then use screen recording software to capture the video itself.
The last version this worked in was 2018.06.19
Can the functionality be added back into the latest code?

Here's my log showing it working for the same video using version 2018.06.19
