If the purpose of this issue is a site support request please provide all kinds of example URLs support for which should be included (replace following example URLs by yours):

Note that youtube-dl does not support sites dedicated to copyright infringement. In order for site support request to be accepted all provided example URLs should not violate any copyrights.

Why is it outdated. I have just updated it before I submitted the bug. It's the latest version.
I downloaded the latest youtube_dl.exe.
Here is the command I run in command line:
youtude_dl.exe -o "C:\Users\my_user\AppData\Local\WebDownloader\json%(title)s" --no-playlist --skip-download --restrict-filenames --write-info-json "https://www.youtube.com/watch?v=ENAwnVMwxhM"

And here is the output:
