Recieving 403 error even when putting username and password into the command, can provide account details if needed to test.

Can you point me to what this is a duplicate issue of? I can see one where a person was trying to download without a login, but thats not my issue. I was able to download by using the same login and password, but am just getting the same error on two different machines
