Description of your issue, suggested solution and other information

We need to support "geo-verification-proxy" in rutube.ru plugin because there are tons of videos there that are available only to Russian Federation IP addresses, though actual video stream can be downloaded directly without any proxies (this will also speed up downloading a lot). My idea is to use geo-proxy only for obtaining m3u8/f4m playlist urls but not for actual downloading of video stream.
