PermissionError: [WinError 5] Access is denied

Description of your issue, suggested solution and other information

run youtube-dl.exe under IIS with Process class
it runs perfect on local machine.
when i publish to server it says 'PermissionError: [WinError 5] Access is denied'
change IIS Application Pool Identity from 'ApplicationPoolIdentity' to 'LocalSystem' it runs perfectly again. On Cloud servers we cant change App Pool Identity as well.
