Description of your issue, suggested solution and other information

As of October 17, 2018, users of SoundCloud Go+ can stream all audio in 256kbps AAC. Once you have upgraded to Go+, you opt-in your account to the feature by visiting Settings > Streaming > High quality audio. Only accounts with Go+ enabled are eligible to use this feature. A 30-day free trial is available.

I request that functionality is added to allow the ability to download user-uploaded content at this higher bitrate. Current youtube-dl users are limited to 128kbps MP3 or 64kbps Opus.
