Make sure you are using the latest version: run youtube-dl --version and ensure your version is 2018.11.03. If it's not, read this FAQ entry and update. Issues with outdated version will be rejected.

  • I've verified and I assure that I'm running youtube-dl 2018.11.03

  • Checked that provided video/audio/playlist URLs (if any) are alive and playable in a browser

==> ERROR: [Errno 2] No such file or directory: '/Downloads/Documents/ydl/ydl_soundcloud.txt'

Why aren't the downloads going into my archive file? I'm on Win7x64.

Also, how do I build an archive file now that the downloads are completed?

Ok, I needed the ~ in front of the address:

--download-archive "~/Downloads/Documents/ydl/ydl_soundcloud.txt"

As for how to regenerate a fully-populated download archive after the fact, I added the flag -w to make (-ciwr) that way I can run the process again and it hopefully shouldn't download my files again, unless they were missed in the first run (aka no overwriting). It does go through the WHOLE process as if it is downloading stuff though, so there has to be a better way.
