HTP 403 Unauthorized when I can login via Browser

Get the error below:

My Plugin is up to date:

pip install -U youtube-dl
Requirement already up-to-date: youtube-dl in c:\program files\python37\lib\site-packages (2018.11.7)

Please investigate.

I can log in with same credentials via the browser.

So where is this tracked if it is a duplicate? Is there a fix being developed? or is this a workaround?
