As of 2016.05.16, it seems to be working, not for playlists like the one you linked to, but to individual videos like http://www.aparat.com/v/FOteh.

You can download videos from Aparat but cannot download playlist. I admit it works perfectly with video URLs. I think he meant playlist since the URL is not for video (but also it is not playlist but account)

Suggestion: Either close this issue so I will open another for playlist (which I think is the best since the issue is very outdated, or edit the title so somone (perhaps me) start working on this issue since I myself need this feature to work.

I think this feature is not added at all. So it is not a bug, but feature request.
