At latest version possible in Ubuntu 13.10, won't allow manual updates anymore (which may be considered a bug in some situations)

It was fixed in 2013.10.23.1 (see #1642), you'll have to update to a more recent version. You can ask the package maintainer to upgrade it, run sudo youtube-dl -U or install it following the instructions in http://rg3.github.io/youtube-dl/download.html
