Youtube video with starting with `0x` id is not downloadable #18613

Videos with 0x in starting of ids are not downloadable.

For example:

https://www.youtube.com/watch?v=0x-NiAFXXL4

$ youtube-dl 0x-NiAFXXL4

or

$ youtube-dl https://www.youtube.com/watch?v=0x-NiAFXXL4

Info:

$ youtube-dl --version
2018.03.14

Fixed by upgrading from 2018.03.14 to 2018.12.17.
