This particular usteam.tv link youtube-dl.exe -v "https://www.ustream.tv/recorded/118615043"
returns ERROR: No video formats found;

I tried scienceteacher1972's solution from #13520
but does not find that work around to be working.
"But as soon as I started watching one of those videos with my browser, just a couple seconds of it, I was able to download them immediately."

Explanation of your issue in arbitrary form goes here. Please make sure the description is worded well enough to be understood. Provide as much context and examples as possible.
If work on your issue requires account credentials please provide them or explain how one can obtain them.

I had the same problem. Employing the --user-agent parameter with my browser's agent setting got upstream to respond with a video.

Edit: Well, it worked once anyway. Back to the error again.
If it helps, my URL is https://www.ustream.tv/recorded/120807685
