Description of your issue, suggested solution and other information

I'm working on a Python project where I import youtube_dl and use its functionality inside the script. The --embed-subs option doesn't seem to be available when running youtube-dl this way. Can it be added or is it used some other way?

The 'writesubtitles': True, option, and others I need are available as intended.

You should use FFmpegEmbedSubtitle postprocessor on your own.
