If the purpose of this issue is a site support request please provide all kinds of example URLs support for which should be included (replace following example URLs by yours):

Note that youtube-dl does not support sites dedicated to copyright infringement. In order for site support request to be accepted all provided example URLs should not violate any copyrights.

Description of your issue, the suggested solution and other information

rt.com is kinda supported by the universal extractor but I'd appreciate adding the support for downloading the subtitles if present (for example in the first video) and description.
There is an open work in #17594, but the author seems to lost interest in finishing it.
If it's allowed, I'd offer a small bounty ($50?) if someone will finish the PR, adds support for the subtitles and gets it included into youtube-dl.
If someone has the patience to guide me, I could also try myself.
