I'm using macOS 10.14 with Python 3.7.2 installed.
When Python 3 is enforced, youtube-dl is not able to update.
To check if this is a new bug, I also testet it with version 2019.03.01 - same result.

Nothing to do with youtube-dl. Most likely you are missing root certificate from yt-dl.org's security chain.
