Hi,
I think I have the lastest version (at least on my fresh XUbuntu 19.04):
$ youtube-dl --version
2019.01.17
When I run:
$ youtube-dl -f 'best[ext=mp4]/best' -ciw -o "%(title)s.%(ext)s" -v 'https://www.youtube.com/channel/UCmZtinDlBrzAwiQc8LpPexQ/'
I get:
