Maximum size of the video format using -f bestvideo+bestaudio isn't working

My config file looks like this:
-i
-o "~/youtube/%(uploader)s/%(title)s-%(id)s.%(ext)s"
-f 'bestvideo[filesize<13G]+bestaudio'
--download-archive ~/archive.txt

The intent is to not download videos which the video part is higher than 13 GB so the video size isn't higher than around 13 GB, otherwise it won't download. However, even in videos that have a video and audio only format it fails, as it's the case with almost all videos since it fails with pretty much every video. What am I doing wrong?
