Some YouTube channels can't download past page 1

Description

Some YouTube channels can't get past page 1 when trying to download all videos in the channel, or a list of all videos in the channel, etc. At first I thought this might be a limit based on how many videos a channel has, but I checked and youtube-dl seems to work fine on channels that have more than others.

For now (for troubleshooting) I'm simply running youtube-dl --skip-download https://www.youtube.com/channel/xxxxxxxxxxxxxxxxxxxxxxxx/videos

For example, this channel has 1,067,410 videos (!!!) and running youtube-dl seems to work fine: it downloads page #1, page #2, etc. (I did not wait for the whole thing!)

But this one has 45,217 videos, and is only able to retrieve page one. (Warning... this channel is pretty strange and disturbing.)

Some suspicions: Space in the user name? Cyrillic text? (Tried chcp 855, had no effect.)
