`0 videos found` on YouTube Learning Playlists

Description

youtube-dl seems unable to find and download "Learning Playlists" from YouTube. For example, when I try to download this Data Analysis playlist, I get the output:

[youtube:playlist] playlist Data Analysis with Dr Mike Pound: Downloading 0 videos

I can download individual videos of the playlist perfectly fine, e.g.,

youtube-dl 'https://www.youtube.com/watch?v=NxYEzbbpk-4&list=PLzH6n4zXuckpfMu_4Ff8E7Z1behQks5ba&t=0s' --no-playlist

but attempting to download the entire playlist through an individual link with --yes-playlist gives the same Downloading 0 videos message.

I've duplicated this issue on other learning playlists. Downloading regular playlists continues to work fine.
