Requirement already up-to-date: youtube_dl in /usr/local/lib/python3.7/site-packages (2019.7.27)
python --version
Python 2.7.15
python3 --version
Python 3.5.3

ok, thx, I created a virtual env with Python 3.7 explicitly and reinstalled youtube-dl and it works and youtube-dl --version is now the latest
