The error message 'Unable to extract video title' is now appearing for every youtube video.

Same, on Windows 10 with 2019.07.27 binary file.

If it helps, I am also seeing this same issue with the commercial program "4K Video Downloader" so not sure if that program uses youtube-dl under the hood or if this is a wider parsing change on the YouTube side. With 4K Video Downloader, the problem only seems to occur when attempting to download lists of videos such as playlists, not individual videos.

Same issue, prints a unique 13 character string all starting with _- and the remaining characters are upper and lower case letters and numbers. After the first attempt, I upgraded to (2019.07.27) with the same results. Worked fine yesterday.

Yep, same here too with Linux Mint 18.3 (x64) and lastest version (2019.07.27).
