YT shows title in English, youtube-dl downloads in Spanish...

Question

The title for the video 5 Smallest Inventions You Won't Believe Exist is shown to me in English on the YouTube website, but when I download the video using youtube-dl, the downloaded file's title is in Spanish. I've never noticed this before and I've been using youtube-dl for years.

The following is my download command:

youtube-dl \
    --download-archive "$ID_FILE" --merge-output-format mp4 \
    -f '22/136+140/18' -o '%(uploader)s=%(upload_date)s-%(title)s=%(id)s.%(ext)s' \
    --no-part --no-playlist --socket-timeout 90 \
    --restrict-filenames --no-mtime "$url"

This is happening with multiple videos from this account (Quantum Tech HD).

Could it be that the uploader has set titles in multiple languages and YT web shows me the title in the language of my choice (English) whereas youtube-dl extracts the title in the default language (Spanish)?

a) Is this even possible?
b) How do I tell youtube-dl to always download the English title if available? Couldn't find anything in the docs.

Running the command from Cygwin on Windows 10 (have done so for years w/o any problems).
