youtube-dl updates files with --no-overwrites and --xattrs being set

Description

Having --no-overwrites present I expect no existing file being updated. However, seems --xattrs makes it still update file. This is unexpected feature.

I'm resuming broken playlist download, at item 19, yet it still updates the preceding files as seen from the log above.
