Restricted video play back for certain IP addresses

I noticed that from certain ip addresses, certain youtube videos do not play. Quite a fair number actually. I'm not sure if youtube is restricting playback on the basis of country or IPaddress, but I'm leaning toward the former, because I've found that for those ip addresses that can't play videos , there are ip addresses from the same country that can.

My question is, is there a way to either:

1. get these ip addresses to play these non playable videos
2. exclude these non playable videos from search results for the effected IP addresses

I also observed these IP addresses do not play these videos on youtube's site on a computer, nor on their app, nor on similar apps.

Any input, suggestions, help would be appreciated!

Can you share the precise error you get, when calling youtube-dl with the -v option from one of the problematic IPs? What error message do you get when you are trying to access the YouTube website?

I am geting error Grabbing original file location(s) failed. Youtube error message: This video contains content from Tseries Music.
