'list' is not recognized as an internal or external command,
operable program or batch file.
'index' is not recognized as an internal or external command,
operable program or batch file.
't' is not recognized as an internal or external command,
operable program or batch file.

I've found another issue that seems to be the same, but the solution provided there did not solve it for me.
I have the latest version of youtube-dl, using on a windows. When trying to download a certain youtube playlist (I've done a few successful ones already) very few of files are generated, but no particular error is thrown.
When downloading specifically one of the missing files, the above error is returned, unless I use the solution provided in the above issue.

Problem:
I haven't found on documentation how to deal with this problem when the ampersand is in the link of one of the videos from the playlist.
