YouTube: Using --all-subs with multiple subtitles for the same language

Description

A few videos have multiple subtitles (NOT multiple subtitle formats) for the same language. For example, the video used for the example above has four English subtitle tracks. youtube-dl only downloads the first one.

What's this a duplicate of? I searched the existing issues but was only able to find some talking about downloading the same subtitles in multiple formats (e.g. srt/vtt).
