-f best not downloading the best (picking 360p over 720p)

Description

Video bitrate difference 298k vs 354k is -19%, but audio is +200% and pixel difference is +400%. Maybe "best" needs some more heuristics?

just says "best available quality media", not "highest video bitrate ignoring everything else", and especially not marginally highest video bitrate using worse codec (H.264 Baseline), even if 4x higher density file using better codec (H.264 High) and similar bitrate is present.
