Hello,
If I understand correctly when one gives a path to download_archive, a video is not re-downloaded, but it seems that if you ask youtube_dl to download only subtitles, it does not keeps track on the downloaded subtitles in the download_archive and it will re-download the subtitles.
I am suggesting to create an archive for downloaded subtitles, so ti will not re-download already existing subtitles
