I'm from China. I'm using it on Windows and it says:

I searched the Internet and it seems that this is because the network limitation to Youtube. Any method to use it? Thanks advance:P

This is indeed because of Chinese censorship. You can use Tor or a VPN of your choice, for example Hotspot Shield. You can also try to connect to Youtube via IPv6, for example with a sixxs tunnel.

Unfortunately, preventing censorship is out of scope for youtube-dl. By the way, this output looks like you forgot to put the URL in quotes. I hope that helps. If you have any questions about setting up a VPN or evading censorship, feel free to contact me personally.
