Attempting to download Twitch vods gives a channel offline error

Description

When trying to download Twitch vods get a error saying the channel is offline. Channel being offline should not matter for vods.

Example command:
youtube-dl "https://www.twitch.tv/gordykegs/videos?filter=all&sort=time" -c -i --restrict-filenames --download-archive 'gordy-vids' -o '%(id)s_[]_%(title)s.%(ext)s'

I have used these options before successfully so I am confident there is nothing wrong with the flags, but I have tried without options as well.
