It seems youtube-dl does not download just the videos which are tagged with a certain tag, but all from the user.
Here's an example URL:
http://www.youtube.com/user/deutschewelle/videos?view=2&flow=grid
It should have downloaded just one video, instead it tries to download all user videos.
