Verbose log is above. On Windows 7 SP1 64-bit and Windows 10 64-bit this is about the longest command I can run:
-o "L:/YouTube/Politics/%(uploader)s/%(title)s/%(upload_date)s. %(title)s .%(id)s, %(location)s, %(height)sp %(vcodec)s %(acodec)s YouTube %(uploader)s, Views %(view_count)s, Likes %(like_count)s Dislikes %(dislike_count)s".
Here's the full path that's created (it's 239 characters):

Video is downloaded fine. However when I run a longer command such as the below then nothing is downloaded in Windows 7 or Windows 10. I enabled long file names in Windows 10 gpedit.msc and restarted my PC but it made no difference:
