Every once in a while audio is not downloaded or merged

Some files that I download end up with no audio. I do not know why, I guess youtube-dl cannot figure out the audio stream and merge them, my cl is:

I assume best+best would get the bests audio and video and make it work but I could be wrong, or maybe because I have all the specific values it gets confused? I had to do that because best+best doesn't always return the best or work. I don't remember specifically what was going on but I remember having to add them, it works great except for this random audio issue which is probably 0.1% to 1% of the files. Some channels seem to have bigger issues and I guess it is when the audio is encoded in a weird format. I don't have any links off hand. It happens when I try to recode the file sand ffmpeg says the file has no audio(and it doesn't) but I didn't keep a log of bad files. I'll try to find one that doesn't work and update the link if needed.

Use bestvideo+bestaudio or just best.

On Youtube best is the highest quality format with already combined video and audio streams. best+best would mean merging 2 video streams and 2 audio streams into 1, and that doesn't work.

I'm having a similar problem when I try downloading this newscast:

youtube-dl https://pubads.g.doubleclick.net/ssai/event/kKODf6quTASP0v4Zq1Zo_Q/master.m3u8

It works fine unless I start the download when it shows "We'll Be Right Back" on a blue background which is I assume where commercials go. Any ideas on how to fix it.
