In Win10 x64 command line update (youtube-dl.exe -U) does not work since May 2020., nor with the newest (2020.07.28.) version. #26159

Description

In Win10 x64 command line update (youtube-dl.exe -U) does not work since May 2020., nor with the newest (2020.07.28.) version.
