Does the file contain an audio stream? where the 4.0 means slow the video down to 0.25x speed. I'll be able to help you further if you provide file info from ffmpeg, the relevant part looks something like this:

I downloaded a live stream from YouTube immediately after it completed and the file successfully downloaded as being around 867mb. However, when I tried to play it, I realized that it had squished the 2.5 hr stream down into a 14 second file with a bitrate of over 400mbps at nearly 36,000 frames per second. The video is no longer available on YouTube in its entirety so simply redownloading is not an option. Has anyone had an error like this before that they were able to resolve? I've attached a picture of the file properties below.
