There are 2 options:

    -c, --continue           resume partially downloaded files
    --no-continue            do not resume partially downloaded files (restart from beginning)

Why have both? -- wouldn't it make sense for -c to be the default and to just have --no-continue? -- Why would you want to restart a download by default?

There are two options because we want users to explicitely opt-in or opt-out of continuation. By default, youtube-dl does the sensible thing, whatever that is. Since there have been no breakage reports of continue, it is now (again) the default in 2012.02.26.
