Please review our instructions of bug reporting. In particular, to fix your problem, we will need the full output of youtube-dl that you get when you pass in the -v flag. For what it's worth, the download works fine for me:

$ youtube-dl "http://www.youtube.com/watch?annotation_id=annotation_3951667041&feature=iv&src_vid=KxqSdr_vZIs&v=b7nNO28_Yik" -v

You may have forgotten the quotes around the URL. Without them, your shell will interpret the ampersands as special characters. Either way, the output will show what the real problem is.
