Closing this issue, you can simply update with youtube-dl -U once you have a version running. I suspect a temporary failure. Use the -c option with wget to continue a download. If the issue occurs again, please open a new entry here. Sorry that this report got lost through the cracks.

@phihag no, not a temporary issue. The version in the OP still will not download. Did you try it?

Yes, of course, downloading http://yt-dl.org/downloads/2014.08.10/youtube-dl.exe works fine for me from 5 different machines with 5 different ISPs in 3 countries, both via IPv6 and IPv4.

Can you share the output you get when ...

• you download via HTTPS?
• you download with the -6 option (i.e. IPv6)?
• (if possible) download with another machine from the same network?
• (if possible) download from a different network (if possible a different country)?

It would also be very beneficial if you could provide a packet dump (as a pcap file, create with wireshark or so) of the failing download.

From experience, this sort of failure is most often generated by an intermediate censorship device, be it on the local system (Antivirus solutions, and funnily enough, actual viruses), the local network (company proxy / IDS / "child safety" software), the ISP (PEPs or just mean filtering), or the national Internet backbone (in China, North Korea, Iran etc.).

Reopening. With the aid of one or more of the aforementioned outputs, we will be able to diagnose the problem further.
