It will be available as soon as @phihag have some time to package it.
There is no such a thing as beta version, however you can checkout the source code from repository using git clone git@github.com:rg3/youtube-dl.git (git should be installed) or just download it as zip archive from here. Since then you will be available to use it as follows (you will need python installed):
C:/path/to/python.exe -m youtube_dl http://www.arte.tv/guide/fr/043447-000/l-enfance-volee

Hello ejbj,

For the two first video the download period ends today (08/08/2014) and for the last video it ended yesterday (07/08/2014).

Against for third video the download period ends tomorrow (09/09/2014) ... and I completed to download the video with youtube-dl
