youtube-dl --rate-limit doesn't work as expected -- real speed is twice as big #3941

Description of problem:
$ youtube-dl --rate-limit 200K 'http://www.youtube.com/watch?feature=player_embedded&v=l7KKSBywD5k'

  1. run youtube-dl with --rate-limit set to some value

Actual results:
real speed twice as big

Expected results:
rate limitted to the given value
