480p format missing on youtube

I suppose this is a bug.

When I view this video (https://www.youtube.com/watch?v=TPyDw-gGpFA) on youtube with firefox, 480p is available. But I can't download 480p. youtube-dl donloading only "18" format 360p (max quality).

If you look at the output, you'll see that format 134 has a resolution of 454x480. Unfortunately, it only contains the video, the audio is in another format. But if you have ffmpeg or avconv installed, you can automatically merge the video and the audio running youtube-dl https://www.youtube.com/watch?v=TPyDw-gGpFA -f bestvideo+bestaudio.
