A low- and a 'high' quality video are available.
When fed to youtube-dl, it only detects the low quality video:

So in this case having a look at the source is quicker. The webconsole (Firefox) also detects both videos.
Another option is the Firefox add-on Video DownloadHelper (recommended!). When you start the video, just like the webconsole, it detects both videos which you can then download or copy the url.

although that serves (I think) the same video as https://www.npostart.nl/nos-studio-sport-eredivisie/23-12-2018/POW_04034416 (which does work and gets downloaded in a good quality)

I'm not sure how to go from the first one to the second one programmaticaly (I clicked the "Meer uitzendingen op NPO Start" link, searched for "eredivisie" which gives, among other things, https://www.npostart.nl/nos-studio-sport-eredivisie/NOSSportEredivisie on which there's "Afleveringen" and that's where the video is)

The NOS links are (at least for me) ranked higher in Google than the NPOStart ones. The NOS ones also just take less clicks to get what I need. If it's doable to do the redirect from within youtube-dl, great; otherwise I'll just have to remember to get it from npostart instead.

The broadcast is the same, but the videos them selves are not.
Eventhough format code 0 of https://nos.nl/uitzending/38485-nos-studio-sport-eredivisie.html has a resolution of 1280x720, it's of much lower quality than format code hls-2108 of https://www.npostart.nl/nos-studio-sport-eredivisie/23-12-2018/POW_04034416 with a resolution of 1024x576.
So I would always advice you to prefer the videos from npostart.nl.
