I don't have and won't install Flash™ to confirm. I could try with HTML5-enabled browser I guess.

AFAICT with all YouTube videos, yes.

I just checked again with the video in the OP (and some others) and apparently it works again. Go figure, maybe YouTube shenanighans. Guess it fixed itself, sorry for the noise.
